Telangana Cabinet Approves Key Administrative and Power Sector Reforms


The Telangana Cabinet, chaired by Chief Minister A. Revanth Reddy, met on Tuesday and approved several major decisions related to urban administration, power distribution, renewable energy, industrial policy and infrastructure development.

GHMC Expansion
The Cabinet approved the merger of all municipalities and municipal corporations located within and around the Hyderabad Telangana Core Urban Area into the Greater Hyderabad Municipal Corporation (GHMC).
A total of 27 Urban Local Bodies situated along the Outer Ring Road (ORR), both inside and outside, will be merged. Necessary amendments to the GHMC Act and the Telangana Municipal Act will be made.
New Third Power Distribution Company
Along with the existing NPDCL and SPDCL, the Government approved the creation of a third DISCOM.
Agriculture connections, lift irrigation schemes, Mission Bhagiratha, Safe Drinking Water schemes, and HMWSSB power connections will be brought under the new DISCOM.
Renewable Energy Measures
The Cabinet reviewed the rising power demand and future supply projections for the next decade.
To increase renewable energy usage as per central government guidelines, the state will call tenders for procuring 3,000 MW of solar power with five-year supply agreements.
Pumped Storage Power Initiatives
The Cabinet approved tenders for procurement of 2,000 MW pumped storage power, also on five-year agreements.
It also allowed companies to set up pumped storage plants in suitable locations across the state.
Permissions will be granted for establishing facilities with a combined capacity of 10,000 MW. The government will allocate land and water, and the power generated must be supplied first to the state DISCOMs.
Clean and Green Energy Policy for New Industries
New industries will be allowed to generate their own captive power without any upper capacity limit.
Applications for captive generation approvals must be cleared immediately. Existing industries will continue to receive power under current arrangements.
NTPC to Lead 800 MW Ramagundam Unit
A new 800 MW thermal unit at Ramagundam will be taken up under NTPC’s supervision.
The Cabinet also asked officials to explore options for NTPC-led units at Palvoncha and Makthal.
A cost comparison between NTPC execution and GENCO execution will be prepared before final approval.
Underground Power Cable System in Hyderabad
The Cabinet approved the installation of an underground power cable system in GHMC limits, following the model implemented in Bengaluru.
The estimated project cost is ₹14,725 crore.
Hyderabad will be divided into three power-circle clusters, and all electricity, T-Fibre, and other network cables will be fully underground. A detailed working plan will be prepared.
Land Allotments for Educational Institutions
• 20.28 acres of government land allocated for an SC, ST, BC Young India Integrated Residential School at Peddanallabelli village, Dummugudem mandal, Bhadradri Kothagudem district.
• 40 acres allotted for establishing a Sports School at Jaggannapeta village, Mulugu district.
New Advanced Technology Centre
A new Advanced Technology Centre (ATC) will be established in Jubilee Hills constituency.
Additionally, six more ITIs will receive new ATC units, adding to the existing 56 centres across the state.
