New Delhi: In the wake of rapid and transformative advancements in Artificial Intelligence (AI), Telangana Chief Minister A. Revanth Reddy has urged Prime Minister Narendra Modi to establish an India AI Council, modeled on the lines of the GST Council and NITI Aayog. He proposed that the council function as a supreme national body to guide AI governance across the country.

Delivering the keynote address at the India-AI Impact Summit 2026 held at Hall–B, Bharat Mandapam in New Delhi, the Chief Minister also called for the creation of a dedicated AI Ministry. He stressed the need for strong legal safeguards to prevent misuse of AI, especially in matters related to national security and national interest. At the same time, he underlined that AI should be used as a powerful tool for social justice and poverty eradication.

Telangana Invites Global AI Partnerships

During his address, Revanth Reddy invited global technology leaders and experts to collaborate with Telangana in all areas of AI development. He announced the state’s readiness to establish an AI Startup Village for the country, with support from the Government of India.

He said that in a fast-changing technological world, annual discussions are not enough. He proposed organizing AI summits twice a year in different Indian cities. He also suggested setting up a National AI Fund to support start-ups and help Indian youth build globally competitive unicorn companies.

Five Strategic Priorities for AI Leadership

The Chief Minister outlined five key priorities for India to secure leadership across the entire AI value chain. This includes chip manufacturing, green energy, data storage, AI platforms, core languages, applications, and services. He emphasized the need for a clear national roadmap, particularly focusing on the top three layers of the AI ecosystem.

He also proposed establishing a national AI War Room, involving both the Centre and the States, to continuously monitor global AI developments. He offered Hyderabad as the host city for this initiative.

AI University and Domestic Chip Manufacturing

Revanth Reddy called for the creation of a world-class AI University with campuses across India, dedicated to original research. He stressed the urgent need for domestic manufacturing of GPU chips and integration into the global AI supply chain, including access to rare minerals.

He highlighted the importance of comprehensive reskilling programs to ensure that AI generates more employment opportunities than it displaces.

AI as a Turning Point in Human History

Placing AI in historical perspective, the Chief Minister said that transformative inventions—from fire and the wheel to democracy, electricity, aviation, vaccinations, and the internet—have shaped human civilization. While earlier machines enhanced physical strength, AI represents a major shift, as systems powered by advanced GPU chips now possess cognitive abilities to analyse, decide, create, and act with increasing autonomy, especially when integrated with robotics.

A Race India Cannot Afford to Miss

He cautioned that a global AI race is already underway, led by a few nations and corporations. India, he noted, missed out on the Industrial and Manufacturing Revolutions and largely remained a service provider during the Services Revolution, despite widespread use of global platforms like Google, Meta platforms, X, YouTube, and WhatsApp.

Concluding his address, Revanth Reddy said India must not miss the AI revolution. With strong policies, robust institutions, and strategic investments, the country can emerge not just as a participant, but as a global leader in Artificial Intelligence.
